feat(#153): onglet permanent Dossiers — liste unifiée + pending.
Remplace l’onglet conditionnel « À valider » par un onglet Dossiers (pending en haut, familles + AM en dessous), avec GET /dossiers, recherche, et libellés pending NOM Prénom. Co-authored-by: Cursor <cursoragent@cursor.com>
