feat(#132): création enfant staff (onglet Enfants) — front + back.

Squash depuis develop : POST /enfants staff + parent_user_id, photo multipart, modale création + sélection famille, fixes UX/birth_date. Co-authored-by: Cursor <cursoragent@cursor.com>
